Description:
In this kata, you will be given the principal of a loan, the interest rate, and the years, and you will find if the bank asked for more than that. By the way, assume that all loans are on compound interest.(The amount that the bank asked for is amount_payed). If the bank is stealing, return the fine, which is the (compounded_amount - amount_payed)*2 if the amount stolen is less than 1000, if it is between 1000, and 2000, return (compounded_amount - amount_payed)*3, and if it is any more than that return (compounded_amount - amount_payed)*10. If the bank isn't stealing, just return 0.
