Collections are a way for you to organize kata so that you can create your own training routines. Every collection you create is public and automatically sharable with other warriors. After you have added a few kata to a collection you and others can train on the kata contained within the collection.

yes. The unpublication, here, is to avoid having an available kata whose the task doesn't match the description. But you still can republish it once you resolve the different problems and close the issue(s) (Note: in that order).
However, one question remains: is the task interesting enough once all the problems are resolved? I'm not totally sure about that (Not saying it is useless either)
This kata can still be salvaged. Address the issues and republish afterwards.

Hey @greendeerIncognito and welcome to Codewars! It's always nice to see people motivated to make new katas - if you are interested in doing so, the best advice would be to consider joining the Codewars Discord; there is a #help-author channel where you can get early feedback on kata ideas.
People in that channel can help you by pointing out existing katas in the catalogue (avoids you making duplicates), or just general implementation advice.
The general "standard" is that when you publish to Beta, the kata should already be in decent shape, although maybe with some minor errors that can be fixed easily. That's why you can ask people to quickly review your Draft (before publishing to Beta) in Discord and it will improve your chances to get the kata approved.

I guess I'll just create an entirely new idea for a kata...
the task falls too far from the description. unpublished.
I find the current description incredibly obtuse just to describe "2 pairs count as 4 points". When counting points out of a hand (e.g for Poker) it is a common tradition to only count the biggest hand, so there will be no overlap between 4 of a kind and 3 of a kind. There is no need to complicate the matters.
Currently all possibilities are considered to have the same ratio, which is still incorrect.

I'm pretty sure this kata expects wrong results. I'll make an issue.
You need some warmup sample tests with 5 or 6 cards, so users can debug their solution easier.
