What language? Unless it is something new there are many 100s of successful solutions, so problem is likely in your code. Certainly, don't do any intermediate roundings...
Kata already says "Round down to the nearest minute."

In bit-wise operations, we start off from the end (right) of bits, not from the start (left). Also, it is not moving the bits, but flipping the bits.

Because standards were not established so firmly back then until recent 3-4 years. The "administration force" now has been growing but it's all a self-voluntarily action from users. On top of that, there are almost 9000 approved katas and 2000++ betas, plus tons of translations and languages to maintain, soo there is no specific T.O.C on any updates or changes.
You can always provide a suggestion in kata discourse or create a fork of the kata with updated description. I believe me or any other reviewers who come across will gladly give you feedback and approve it ^^
