No. It's the order the first letters are in the list/array you are given, not in alphabetical order.
The most terrible thing is that it is a string at all. In a real application it would be a list on a web page, or a list of classes for consumption of another program, but never a string.
I have this problem on a lot of katas, just use System.out.println() in Java (for example) and it gives you the output in a log. Imperfect, but at least gives you some indication to see details of what you submit.
