Read slower? Half of the description talks about race's worth.
It's the other way around: "10 orcs = 1 wizard".
In a fast reading it's not so clear that each race has a different "worth", thus "1 orc = 10 wizards" and not "1 orc = 1 wizard" for example... Instructions could have been written different.
