No, the example is fine. the 3 in 13 is to be considered a 7 and it becomes a 17, that's why ordered ascending the expected result is

. 3 means 7 in that other planet, but you shouldn't translate to your own language, so, no, the answer is not[12, 17, 14]

Not a kata issue, at least for javascript, it's pretty clear. If you're talking about some other language, there is another open issue below: https://www.codewars.com/kata/53b138b3b987275b46000115/discuss#63ad157f0af269000f92c022 and you're probably talking about the missing Ruby block. Added it for Ruby.
There are several passing solutions that only modify the last two letters, so that would be impossible.
