The simple answer is: there isn't because there isn't.
You can take slices outside of the range of the sequence in Python, it just returns an empty sequence. This is often more useful than having an error.
For example, if you have a lot of comments and want to show the first 20 letters of each one, you can just do that without having to check whether the comment is longer than 20 chars:
