If a range is not specified, it must be assumed that the function should work with any values.
Random tests include the years that haven't passed in real life yet. Put the example of a future year in the description of kata, cuz beginners can think this kata contains ONLY real-life years that already passed, which is false.

Sorta challenging for a 7 kyu imo, but still a good kata
Another way this could have been posited: "Why are the kata of this particular author frequently appearing at the top of the heap?"
And an answer would be: "Because the author is adding language translations to make the kata available to a broader audience."
This is shabby and ridiculous. g64 is the second most prolific kata's author on CW, he gives much of his time to maintain them and is very helpful. Katas tags are automatically given, a moderator is not an admin and has no power to change this kind of things. Fortunately if you're not happy with it there are thousands of other's katas, and even other websites where you can move on.
