Not sure how this would be considered best pratice. Several checks that are not needed.

Added testcases for leap year, removed test cases from the 'sample test cases' to keep the sample smaller.

Reworded the question, removed the SO link.

Broke them up into two unit test. Any suggestions for abstracting it more?

Maybe I'd have understood what was going on there if I had read the SO question, but I'm also not a fan of the idea of going out to look at Stack Overflow as a part of the description for a question--you can't be sure that the SO question is still gonna be there in [random amount of time here], after all...

I like the concept, but if my PM actually gave me instructions like this, I would look at him funny and then raise my eyebrow and keep it raised until he either A) clarified, or B) went back to the client to get more information.
