For your first example, no, these arrays shouldn't be equal. Maybe it's not clear enough, but as I understood it, instructions should be followed in the order they are given. So if EAST comes before NORTH, then you should output ['EAST','NORTH'].

Not a kata issue, already explained several times before. Check the posts below before creating another issue.
It's even shown why [3,7] is the right answer in the description.
