I've modified the tests to have 500 random tests, please could you see if you're happy?

As Blind4Basics mentioned, it's the shortest number of button presses to get the number passed in, not it's equilents. I've changed the description to be more specific.

Correct, both 10:00 and 9:60 are valid inputs.

The expected is 5 because it takes 4 button presses to get the 10:00 onto the screen and an extra button press to start.
