I dont think 33 is right because the next person's waiting time is the combined time of those that came before him/her + 2 for cleaning then + time to make his coffee.
so machine 1: [1,3,8]... that's 1 + (1+2+3) + (1+1+2+3+2+8) = 24
machine 2: [2,4]... 2 + (2+2+4) = 10
total_waiting_time = 24 + 10 = 34
