I never thought that I would get more knowledge when I create a kata than I solve it, LOL!

just try the same code without the two first conditions on a and b, you'll see the problem I faced (and had almost no clue how to resolve)

a===undefined||b===undefined||a>b? // it always return false with my test keys
[a].concat(getArr(a+1,b)) // so this option is returned and this is not weird

the kata is retired, but for further use: your way of calling the function without arguments led me to my weird solution. => that test was improper.
sidenote: this test is in direct contradiction with Numbers will always be integers and a <= b, btw.
