I made the same mistake. It is:
"true if the sum of the squares of each element in a is strictly greater than the sum of the cubes in b." So cubes for "b" not squares.
I say so!

DigitSum(a) is sum of digits of the number (a).
In the example given, solve(29), there are many ways to get 29. One is 15+14. Another is 16 +13, and many other possibilities. The possibility that has the maximum sum of digits is 15+14.
