Collections are a way for you to organize kata so that you can create your own training routines. Every collection you create is public and automatically sharable with other warriors. Nope, because you can only do that for one parameter functions. At least for that to work you'd need to put the body in the second line (aka separating the parameter list and body by a newline), but a newline is also a character, so in the end it's still the same count.
