the ambiguity comes from the fact that the task is specified as "tell the time", and time can be expressed in ways independent from a device displaying it.
In Poland, bigger hand points to 3, short hand points to 12, and when I am asked to tell the time, I say "It's fifteen hours", and I am asked to write the time, I write "15:00. But theres no 15 on the clock face.
There is no AM or PM on a twelve hour analogue clock.
At 7 minutes past midnight it is "7 past 12" (for this Kata I expect it written as: 12:07)
Same, at 7 minutes past noon it is "7 past 12" (for this Kata I expect it written as: 12:07)
I guess anyone thinking otherwise must be too young to have owned a (non-digital) wrist-watch ???

oh ok, I can see how this can be ambiguous.
Why would it make no sense? If it's 57 minutes after midnight, it's 00:57. Why would it be 12:57 if 67 minutes after midnight is 01:07?
