This kata was really entertaining, I remember writing a brainfuck interpreter some time ago and it was a similar experience, I think I'll start my own collection of interpreters for esoteric languages just for fun :)

(Java) Hello! I have unpassed test here: "Index 29 out of bounds for length 29". I don't what does it mean and what i have to change. But in IntelliJ Idea my code works every time with any numbers, actually i took numbers with different length. Can someone tell what about this test?

At first I also thought of doing something similar like you did with ranges when defining the ranks, but then I realized its simpler to just define an array with each string of the rank names, and then use the formula floor(level/10) to get the index of the array so you can retrieve the rank name.
Coming to see other solutions after solving a kata is one of my favorite moments because of things like this, I always learn something new.
