Rank is not the issue here. Even for a simple kata to get started, you should try to come up with a new idea. This is not an easy task.
This is my second attempt at getting my kata published. I'm not trying to make a high ranking kata. Just something simple to get started.
The answer is easy, but it's implementation is not. Come with a refreshing idea :)
