    I think I know the problem with your program. You can't have 2 if statements one after another.

    Taking an example from yours;

    if len(year) == 4:
    if year[2:4] == str(0) + str(0): <----- Potential Problem.

    And you can't have if statements with else statements. It's like true or false.
