guys, it doesnt accept either. If i have [a:3, d:3, c:2] it should accept [a,d,c] OR [d,a,c] and it does NOT.
my tests come out wrong because the tie is switched around

What do we do with ties?
what if we have:
{'ah': 2, 'ha': 2}
{'ah': 2, 'ha': 2, 'a': 3}

do we rule out ties? so the first one would be neither, and the second one would just return 'a'???

how can all tests pass but theres an exception in the output? no errors on pycharm so how does that work lol? wouldnt the tests at least fail i dont get it
