Arguing "it's not the same" is never going to help, even if you're technically correct.
If solutions, or solution logic, are too similar to already existing kata, it will be judged as a duplicate, and get downvoted for it.
Focus on the kata having something unique ( having unique input or output encodings is a common pitfall - that's not the way to do it; it had better be unique algorithmically ), and get help in Discord

Experienced solvers there will also be able to say if something like this has been done before.They're not strictly the same since Vigenère uses a repeated key (which is obviously important cryptographically). Their logic is definitely the same so perhaps this kata is redundant.
OTP encryption/decryption is no different from using Vigenere cipher which makes this kata a duplicate.
