"short.ly/abcd" isn't wrong and it will work.
I tried your code, you are returning URLs which are longer than 13 for example "short.ly/abcde" and that is an incorrect format :)

You wrote "returns a URL consisting only of lowercase letters (and one dot and one slash)."
