Hmmmm I think this is a slightly poor test -
[25, 25, 25, 25, 50, 100, 50]
Vasya gives people the smallest denominations first. So when he's handed a $100, instead of giving a $50 and a $25, the little buttplug gives 3 x $25.
Returning "NO" in this case is correct.

My test fails because [25, 25, 25, 100] should be "NO". Surely not, or am I missing something? The change due on the 100 is 75, and by then I have 75 available.
