Unfortunately I don't see any case in Java with height = 98.0 , bounce = 0.66, window = 9.8. Moreover since 1882 guys passed the Java kata if there were errors somebody would have already saw them.
The reference solution for the case you give (if it were existing) is 11 and not 15.
