Because 19 is between 16 and 22. And it happens while the arrows mark "06:00". It says this:

the 19th chime occurs when it chimes 6 times at "06:00".

Can anyone explain why at 6:00 the number of chimes is 19? by 5:45 it is 16. and then at 6:00 it chimes 6 more times. 16 + 6 = 22.
