I am getting same issue.

"sumo" doesn't end with "omo", neither "ails" ends with "fails" so no, they shouldn't return True at all. Not a kata issue.

And I don't know where your read you should only evaluate the last 2 characters:

Complete the solution so that it returns true if the first argument(string) passed in ends with the 2nd argument (also a string).

That's a wrong assumption on your part.
