Collections are a way for you to organize kata so that you can create your own training routines. Every collection you create is public and automatically sharable with other warriors. After you have added a few kata to a collection you and others can train on the kata contained within the collection.

The character count includes the function definition.
I have a pretty lean code completed in python 3.6, but I'm still over 55 characters. I am able to pass all three tests.
It's not clear if your count includes the 'def solution(str):' portion or not. I am under the limit without that, over it with it.
In any event, tt would be very helpful if the output displays the current character count so we know what we are being measured against.
