This one is clean

PHP translator here. First translation which I have done.
PHP translation was done by taking Java and Javascript translations as an example and those both have the same 1 to 10 arrays. Now, that doesn't really excuse the bad test cases, but the problem is more spread than just the PHP translation.

The expected outputs for the last 2 sample tests seem to be swapped.
