This kata is retired, and retirement is final. You could try to publish another kata with the same content, but quite probably it'll get retired as well because the kata is a duplicate. I haven't actually looked for kata with the same task, but I remember quite a few that were effectively the same.
Having a novel idea for a kata is hard, these days. Publishing a new kata is not easy anyway. You have to get most everything right immediately. This includes random tests - they really are not optional. Or you'll get bad ratings and it will get retired at worst or never make it out of beta at best.
