I have read about this down below. The problem is that you have to increase progress by 1 point even if the rank of task is less than the rank of account by 2 points.
After applying rank of 8 the progress was expected to be 51, but was actually 50. In logs the rank of account is 7 and the rank of task is 8 so the progress must be +10 but as I understand it says that the progress must be +11. Is it my fault or there are test issues?

Yes, you're wrong, the problem is not the order, it's the multiplicity there.
I think the test is a bit wrong. Intsructions say "regardless of the order", but actually the test is sensitive to order. For example [2, 2, 3] and [4, 9, 9] must return true, but it returns false. If I have missunderstand the instructions, sorry and please correct me
