This is one of those challenges where the wording is the actual puzzle. May i suggest that "count the number of 1s in the array" become "count the number of occurences for value 1 in the array"

Eval is a bad practice if you are running code you are not familiar with, for example receiving a plain file with code and blindly running it as it could be potentially harmful. To minimise this security risks you can avoid eval entirely, however in certain circumstances it is perfectly acceptable like this challenge on codewars.
Nobody does when they start, work your way up from 8kyu ... it's a numbers game... the more you practice the better you become. In the same time don't leave any stone unturned, if you are not 100% sure on something go and read about it investigate, take a course whatever it takes. It's not about just solving problems it's also about learning how other people solve problems that is where the most gain comes from.
