FYI in PHP you don't need to wrap the cell data since chr() will do that for you!

It works with the new INF length random number test, because eval works outside of the PHP constants.

Wrapping is not needed in PHP since chr() is wrapping it automatically.

I've spent a hugh amount of time with debugging the error and for some reason the log after the word EXPECTED is my return and the log after ACTUAL is the expected.. #mindblown
