Why is it needed to create this kata over the original? I think you can just fork the original version and make a translation, then wait for a week for someone to approve it. If it fails any power users can edit the kata directly anyway since there's a dangling issue for a long time.

There is really no need to recreate the kata, and especially not reinventing the test suite from scratch: the original kata test code already contains random tests.

Also, even in the extreme case that this is needed, the original kata should be credited in the description. Otherwise this would be an act of plagiarism (nobody would know you're recreating that inactive kata instead of stealing it unless they see the original issue on that kata, which is a massive problem).
