So is this a "real" issue of kata but not a bug in user's code? I just want to make sure if I should solve it by working hard at codes of client side.

That was my assumption as well. That index1 + index2 combined had to be less than the proposed new indicies summed together. Easier to just say 2nd index has to be less.
