"a list of non-negative integers and strings" states clearly that this list can only contain non-negative integers or strings, nothing else :)
The Math.Floor is redundant as casting doubles to int truncate them.
I.e.:
2.0 => 2
2.1 => 2
2.9 => 2
Gee, those who claim for this to be "Best Practice" must really like doing extra work.
What if one of the elements is a float or boolean?
