Collections are a way for you to organize kata so that you can create your own training routines. Every collection you create is public and automatically sharable with other warriors. After you have added a few kata to a collection you and others can train on the kata contained within the collection.

Apparently, as far as I can tell from reading comments on similar katas, this is valid and intended. The author's reasoning seems to be that these are supposed to be beginner's katas, intended to emphasize the importance of looking at the standard library.
The kumite section is a mix of languages that support test frameworks and those that dont (and a few that don't support even being ran). As we are able to mature the testing features for a particular language then we will enable them as kata.
The best way to help get them into kata is to create kumite content for a given language to help test it, and to contribute to the open-source project.
