Did you only look at the example tests? The submit tests definitely have negative numbers.

It's true that ideally there should be an anchor in the front.

However, in the kata tests the regex is tested like this:

($div_by_4 =~ input_str) == 0

so it checks if the match is at the beginning of the string. That's where the misunderstanding comes from.
