That will just try, and try again, and again, and again, until you happen to get a score of 80. That is just begging for time-outs.

The Department datatype should be Preloaded and absolutely not defined by the solver.

In Java version the method signature has String type as agument of garden, but it should be char type.

Also there are random test cases which expect Dog return even though Crap scenario happens earlier in the input. It is not made clear in the description how to handle this case.

I can reproduce too. I run empty solution 10 times, I got two timeouts and two runs of ~7 seconds.

Note this is on Attempt, not on Test.

Vertices 0 and 1 are connected with each otherm but they are not connected to any of vertices 2...25

The wording, in the description. It could make more clear there are more colours than vertices, and that's why false is expected.

Sorry to say but @mauro-1 but I am unable to reproduce the error.
The proble you found might be because of some cases which I already have made clear in the kata description.
Than You for pointing out the issue but I am not able to reproduce the error.
Maybe specifying it more cleary would help.
