1. All tests have the numbers in increasing order. Either it should be specified in the description or a test added that tests against this assumption. Preferably both.
2. The special case of "1" is completely redundant and only makes everyone's code worse.
3. The title is odd, I suggest "Pad numbers with * to get a square" or similar.

Description is missing... Almost everything. The very least would be to provide a useful link toward the whole stuff that is missing (ipv4, ipv6, ...)
