I think this Kata is fundamentally flawed for the following reasons:

• The premise - that cooking times are inversely proportional to power - neither a well understood rule, nor it is present in the description
• The use of plurals "1 seconds" is inconsistent with everyday use of England, and is also not clarified in the description

I would therefore propse that it be retired as having no value

As noted below,

Java needs to add more fixed tests to check for rounding errors

Now off-by-one errors are randomly allowed only for some cases.
