In my opinion, that wouldn't be justified by logic, only by an aesthetic point of view and it'd render the kata unnecessarily complicated. Moreover, keeping in mind that the hours' digits are only limited by MAX_VALUE of respective variable type (theoretically, tests have three digits at most), it doesn't make sense to me to alter the kata according to your suggestion.
